9. Functions and objects of the CETA

The functions and objects of the CETA shall be to:

 

9.1Determine the qualitative and quantitative education and training needs of the construction sector by actively involving all stakeholders who are party to the CETA in the development and maintaining of a SSP, with special reference to the needs of infomal/emerging enterprises, within the framework of the national skills development strategy;

 

9.2Implement the SSP by:
9.2.1establishing learnerships;
9.2.2approving WSPs;
9.2.3allocating grants in the prescribed manner to employers, education and training providers and workers; and
9.2.4monitoring education and training in the sector;
9.2.5Approving and monitoring skills programmes;
9.2.6Monitoring the demand for and the delivery of education and training in the sector;
9.2.7Initiating and supporting standards generation;
9.2.8Supporting further and higher education and training;

 

9.3Promote learnerships and skills programmes by:
9.3.1Identifying workplaces for practical work experience;
9.3.2Supporting the development of learning materials;
9.3.3Improving the facilitation of learning; and
9.3.4Assisting in the conclusion of learnership agreements;

 

9.4Register learnership agreements;

 

9.5Promote education, training and career opportunities;

 

9.6Promote and fund skills competitions in the prescribed manner;

 

9.7Obtain accreditation from SAQA as the ETQA body for the construction sector and perform the functions arising from such accreditation;

 

9.8Receive and disburse the skills development levies in the sector as approved by the Minister to carry out such a function as contemplated in section 7(1) of the Act;

 

9.9Liaise with the National Skills Authority, the Construction Industry Development Board, and related SETAs on:
9.9.1The national skills development policy;
9.9.2The national skills development strategy; and
9.9.3The CETAs SSP;

 

9.10Report to the Director-General on:
9.10.1Its income and expenditure; and
9.10.2The implementation of its SSP;

 

9.11Liaise with the employment services of the Department and any education and/or training body established to improve information—
9.11.1About employment opportunities; and
9.11.2between education and training providers and the labour market;

 

9.12Appoint staff necessary for the performance of its functions;

 

9.13Conduct research and development;

 

9.14Raise donor and other funding;

 

9.15Establish and maintain an efficient and effective administration;

 

9.16Facilitate the involvement of relevant government departments in the activities of the CETA to:
9.16.1Address the competency requirements for social delivery,
9.16.2Address the learning needs of the most vulnerable segments of the sector.
9.16.3Promote training of informal/emerging enterprises to enable them to qualify for public and private contracts and to comply with any registration requirements;

 

9.17Liaise with relevant Government Departments, their nominated agencies or statutory bodies on matters of mutual interest;

 

9.18Perform any other functions not specifically mentioned in order to fulfill the objectives of the CETA.
