21. Skills Development Committee

21.1Composition

 

21.1.1Two established employer representatives
21.1.2Two emerging civil and building employer representatives
21.1.3Two emerging civil and building industry representatives;
21.1.4Chairpersons for the three (3) National Committee for Sub Sectors namely: the Built Environment Professional Consultants, the National Committee for the Construction Sub Sector, the Construction Material Manufacturing Sub Sector
21.1.5One (1) government representative
21.1.6Four (4) trade union representatives
21.1.7No more than four members co-opted by the CETA for their skills development expertise;
21.1.8The Chief Executive Officer and the Training Operations Manager of the CETA in an ex officio capacity.

 

21.2Powers and Duties of the Skills Development Committee

 

The Skills Development Committee shall generally:

21.2.1Elect a Chairperson from its members;
21.2.2Guide the CETA’s application to NSA for the funding of Strategic Funds;
21.2.3Guide and support the drafting of a QMS relating to skills development in the workplace;
21.2.4Review and maintain the effectiveness of the quality management system;

 

and in particular with regards to:

 

The SSP

21.2.5Revisit the SSP annually;
21.2.6Prepare the main document;
21.2.7Monitor compliance with objectives set against the NSDS; abbreviation;
21.2.8Propose learnerships in terms of SSP requirements;
21.2.9Identify weaknesses and problem areas in SSP implementation.

 

Learnerships and Skills Programmes

21.2.10Identify learnerships needed;
21.2.11Identify sources of funding;
21.2.12Identify sources of learners;
21.2.13Identify gaps;
21.2.14Identify timings and priorities;
21.2.15Monitor CETA funded projects;
21.2.16Approve the content of learnerships and skills programmes;
21.2.17Guide policies and procedures relating to implementation of skills programmes and learnerships;
21.2.18Monitor the implementation of learnerships and skills programmes.

 

SGBs

21.2.19Identify SGB’s needed:
21.2.20Guide the SGB process with respect to unit standards and qualifications for the sector;
21.2.21Monitor progress;
21.2.22Monitor CETA funded projects with respect to skills development;
21.2.23Facilitate generation of learning material; and
21.2.24Recommend policies and procedures and support the SGB’s

 

WSPs and ATR's

21.2.25Review format;
21.2.26Review information obtained therefrom;
21.2.27Review and set criteria for size of enterprises for compulsory submission;

 

SMME support programmes

 

Quality control and promotion

21.2.28Measure impact of training, through meeting skills needs, productivity and relevance and priorities;
21.2.29Recommend capacity building for training providers;
21.2.30Determine learning material for training, technical competence and new technical skills.

 

Department

21.2.31Consider and review relevant reports received from SAQA and the Department;
21.2.32Assess the Quarterly Monitoring Report and sign off for Executive Committee’s approval.
