13. Appointment of Chief Executive Officer and other Staff

13.1Appointment

 

The Authority must, subject to section 14 of the Act—

13.1.1Appoint a Chief Executive Officer for the effective performance of the functions of the Authority; and
13.1.2Develop and implement a policy determining staff employment procedures as well as the terms and conditions of their employment.

 

13.2Duties of Chief Executive Officer

 

The Chief Executive Officer shall be—

13.2.1The Accounting Officer;
13.2.2Responsible to the Authority for performing ail functions and responsibilities of the Authority as set out in the Constitution;
13.2.3Tender at all times, considered advice on the issues affecting the office of the Authority and shall ensure that the Authority is adequately informed about the activities of the office;
13.2.4Responsible for the general administrative functions of the office. This includes the appointment and effective utilization of staff, promotion of sound labour practices and sound financial management in accordance with the policies and resolutions of the Authority.
