8. Functions of TETA

TETA will execute the following functions:

 

8.1Facilitate strategic human resource development planning within the sector.

 

8.2Propose education .and training standards qualifications to bodies registered with SAQA and be responsible for developing education and training standards and qualifications.

 

8.3Monitor and measure achievements in terms of those standards and qualifications.

 

8.4Accredit providers, assessors and moderators of education and training in this sector.

 

8.5Assure the quality of education and training in this sector without itself being a provider of education and training.

 

8.6Analyse and prioritise education and training needs within this sector and develop skills development strategies to address identified priorities.

 

8.7Enhance access to learning opportunities including:

 

8.7.1The establishment of career paths and progression pathways.

 

8.7.2The establishment of NQF qualifications.

 

8.7.3The establishment of learnerships and skills programmes.

 

8.8Manage and administer all learnerships within the transport sector.

 

8.9Manage and measure the administration of levy disbursements in this sector.

 

8.10Promote a culture of lifelong learning within the sector and encourage active employer and employee organization participation in the strategies and activities TETA.

 

8.11Promote and market TETA through regular communication with all stakeholders and potential stakeholders.

 

8.12Perform any other function required by SAQA in terms of TETA's registration.

 

8.13Perform any other function that must be performed by TETA in terms of this Act or any other applicable law.

 

8.14Develop a sector skills plan within the framework of the national skills development strategy;

 

8.15Implement a sector skills plan by:

 

8.15.1Approving and monitoring workplace skills plans.

 

8.15.2Establishing learnerships.

 

8.15.3Allocating grants as per the approved TETA grant criteria.

 

8.15.4Monitoring and measuring education and training in this sector.

 

8.16Promote learnerships by:

 

8.16.1Identifying appropriate workplaces where individuals can gain practical work experience.

 

8.16.2Improving and supporting learning through the development of learning methodologies, standards and curricula.

 

8.16.3Assisting in the conclusion, registration and monitoring of learnerships agreements.

 

8.17Liaise with the National Skills Authority as well as other SETA'S on issues including:

 

8.17.1National skills strategy.

 

8.17.2Skills development policy.

 

8.17.3It’s own sector skills plan.

 

8.18Report to the Accounting Officer of the Department of Labour on the implementation of its sector skills plan, its income and expenditure;

 

8.19Liaise with the employment services of the Department and Education Boards and other regulatory bodies in terms of education laws of South Africa-in order to improve the quality of information:—

 

8.19.1About employment opportunities.

 

8.19.2Between education providers and the labour market,

 

8.20Facilitate the involvement of the relevant government departments in the activities of TETA in order to:

 

8.20.1Address the competency requirements for socio-economic development.

 

8.20.2Address the learning needs of the transport sector.

 

8.20.3Promote training in small, medium and micro enterprises to enhance quality, productivity, sustainability and job creation.

 

8.20.4Perform any other duties imposed by the Act, PFMA, TR and Protocol on Corporate Governance within the Public Sector or not specifically mentioned, in order to fulfill the objectives of TETA.

 

8.21Receive the levy payment for the sector and effect the appropriate allocation of grants to employers as approved by TETA.
