(1) | A majority of the members shall constitute a quorum at any meeting of the council. |
(2) |
(a) | A decision of the majority of the members of the council present at any meeting shall subject to the provisions of paragraph (b) constitute a decision of the council. |
(b) | In the event of an equality of votes the member presiding at the meeting in question shall, in addition to his or her deliberative vote, also have a casting vote. |
(3) | No decision taken by the council or act performed under the authority of the council shall be invalid by reason only of a casual vacancy on the council or of the fact that a person who was not entitled to sit as a member of the council sat as a member when the decision was taken or the act was authorised, if the decision was taken or the act was authorised by the requisite majority of the members of the council who were present at the time and entitled to sit as members. |
